2025: Oborevwori Signs Delta’s ₦979.2 Billion Appropriation Bill into Law

Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Wednesday in Asaba, signed into law the state’s 2025 Appropriation Bill, amounting to ₦979,228,818,719.

The budget, tagged the “Budget of Fiscal Consolidation,” prioritizes enhanced development and continued progress on key initiatives of his administration.

The budget allocates ₦630.461 billion for capital expenditure and ₦349.767 billion for recurrent expenditure, reflecting a significant shift towards infrastructure development and project execution. Governor Oborevwori lauded the Delta State House of Assembly for the budget’s prompt passage, just 20 days after its presentation, emphasizing the importance of this efficiency in ensuring timely project implementation during the 2025 dry season.

Speaking during the signing ceremony, the Governor expressed his commitment to global best practices in budgeting and governance.

“This budget has been crafted to consolidate our achievements and further the progress of our state.

The increase in capital expenditure and reduction in recurrent costs compared to 2024 reflects our focus on impactful investments,” he said.

Governor Oborevwori assured citizens that the budget would bolster public trust, infrastructure, and human capital development under the administration’s MORE Agenda, which emphasizes meaningful progress, opportunities, realistic goals, and effective execution.

In addition to the budget, the Governor signed into law several key bills aimed at enhancing the socio-economic landscape of the state. One notable bill is the Southern Delta University, Ozoro, Establishment Amendment Law 2024, which changes the institution’s name from “University of Science and Technology” to “Southern Delta University, Ozoro.” The renaming, he explained, will enable the accreditation of more courses and increase student enrollment.

Other bills signed into law include the Delta State Structures and Signage and Advertisement Bill 2024, the Delta State Human Trafficking Prohibition Law 2024, the Special Cases Court Amendment Law 2024, and the Delta State Protection of Persons with Disability Law 2023. Governor Oborevwori commended the legislature for its collaborative spirit and efficiency in passing these bills.

The Governor also highlighted the state’s financial discipline, noting that Delta has operated without borrowing for months.

“We have been prudent with our resources, ensuring we pay contractors and mobilize them for speedy project delivery. Our financial reserves provide a buffer against economic uncertainties,” he stated.

Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, acknowledged the legislative focus on completing ongoing projects, initiating new ones, expanding revenue, and promoting transparency in public expenditure.

He reiterated the Assembly’s dedication to addressing economic challenges and funding priority sectors like agriculture, health, education, water resources, and roads.

 

As the state prepares for 2025, Governor Oborevwori reaffirmed his administration’s commitment to advancing Delta’s growth and development through collaborative governance and visionary leadership.
